Everyone who has a female dog with a litter born on or after 26 May 2017 must register as a Breeder and apply for a Breeder Identification Number unless the person: 

  • holds a membership, accreditation or a permit from one of the organisations that is an “approved entity” or,
  • is a primary producer that breeds puppies to be kept by a primary producer as working dogs

Breeders of working dogs will need to register as a breeder and receive a Breeder Identification Number if they supply any dog to a person who is not a primary producer, or the dog is not going to be kept as a working dog.

The owner of a working dog that they did not breed will need to apply for a Breeder Exemption Number if they supply that dog to a person who is not a primary producer, or the dog is not going to be kept as a working dog.
